  L.A. Department of Cultural Affairs
"The goal of the Department of Cultural Affairs is to enhance the quality of life for Los Angeles' 3.9 million residents and 25.1 million annual visitors." Visit this site often. All of the great festivals are here (lotus festival, Cheese festival, Lobster festivals… different cultural celebrations, all here. Some cost money … most are free.
